8.2.2) Employment practice unions
Recognise unions and labour rights (freedom of association and collective bargaining) for all, including women and international staff.

    The university established the first labor-management conference on June 22, 2017, to facilitate coordination between labor and management, build consensus, and promote cooperation. This conference consists of five representatives from each of the labor and management parties, serving a four-year term, with meetings held every three months. The labor-management conference serves as a platform to coordinate labor-management relations, promote cooperation, and prevent disputes. Its core principle is to encourage both parties to engage in autonomous negotiations and active communication, fostering cooperation, reducing conflicts, and ultimately uniting efforts to increase work efficiency. The design of the labor-management conference system involves equal representation from both labor and management, holding regular quarterly meetings where reports and proposals are thoroughly discussed. Decisions are made and implemented once a majority of representatives agree without dispute, thereby establishing a mutually dependent and cooperative labor-management relationship. Issues such as coordinating labor-management relations, labor conditions, planning employee welfare, and improving work efficiency can all be addressed through the labor-management conference, enhancing communication, and building consensus to fully protect employee rights and promote cooperation between labor and management. For example, if management plans to formulate systems such as flexible working hours or leave regulations, these can be discussed in the labor-management conference to gather input from labor representatives. Similarly, labor representatives can use the conference to suggest improvements to existing systems. Through effective and open communication channels, the vision of mutual benefit and a win-win relationship between labor and management can be realized.

    The term for the first representatives of the labor-management conference ended in June 2021. On May 7, 2021, the election for the second labor representatives of the labor-management conference was announced, and contracted personnel hired under university-level projects were included as eligible voters and candidates. Voting took place from June 9 to 11, with the ballot count on June 11, successfully electing the second labor representatives. The term for the second labor-management conference representatives runs from June 22, 2021, to June 21, 2025. In the 2022 academic year, four labor-management conference meetings were held, during which four topics were discussed. Representatives from both sides communicated thoroughly, and all discussions concluded successfully.
